Start the day with a Costume Contest at Green Street at 9:30 am. Bring the whole family, along with your furry friends of course, to participate in a walking parade at 10 a.m. from City Hall to Howard Station Park. Enjoy games, face painting, a fall photo op, static displays from the police and fire departments, and trick-or-treat until Noon.
